In February 1998, the European Parliament held public hearings in Brussels on the HAARP program, the construction of which was funded by the US Air Force, the Navy and the Advanced Research Projects Agency (DARPA). The motion was proposed because of the profound impact on the environment, as a "global concern" and called for an independent international body to examine "its legal, ecological and ethical implications"; however, Washington refused that scrutiny.
It sounds like a science fiction plot, but it's real: The United States has developed ultramodern weapons that can influence natural environments and modify the remote environment of entire regions.
The devastating 7.3 earthquakes on the Richter seismological scale in Haiti on January 12, and the one that occurred in Chile on February 27, with a magnitude of 8.8, have rekindled suspicions that catastrophes will occur as a result of human intervention.
Today it is certain that, in territories already subjected to strong stresses, there is the possibility of causing induced earthquakes if a sudden increase in interstitial pressure is created by eliminating matter in solution or suspension from the subsoil, or by extraction of hydrocarbons.
While some scientists think about how to use these induced telluric movements to avoid phenomena of greater magnitude, others perhaps work in the opposite direction.
In several Internet pages it was mentioned that the experiments of the so-called High Frequency Active Aurora Research Program (HAARP), could be behind this "fury" of the earth.
Fred Burks, who served as interpreter, among others, to former presidents William Clinton and George W. Bush, revealed in an article he published in January on the Examiner website that "there is a little-known project yet," although it has been around for decades improvement.
But he warned that it is a "major US military defense program that has generated considerable controversy in certain circles," through which climate models can be selectively altered.
HAARP is an appendix to the White House Strategic Defense Initiative that aims to achieve the militarization of space as part of Star Wars.
Burks confirms this in his writing: "very few people are aware of the horrible capacities for death and destruction that have developed over the years."
However, the official HAARP website defines it as "a scientific endeavor" aimed at studying the properties and behavior of the ionosphere to optimize communications and surveillance systems, "for both civil and defense purposes."
The ionosphere is the upper layer of the atmosphere that is electrically charged, extending from 85 to 800 kilometers above the Earth's surface.
Also known as a thermosphere, it absorbs shorter wavelength radiation and protects humans from solar rays (ultraviolet, X, gamma) that are harmful to health.
The HAARP electronic medium itself acknowledges that tests are carried out using the frequencies of electromagnetic pulses in order to "temporarily excite a limited area of the ionosphere."
All "a program, apparently, dedicated to meteorological research, but many have argued that it actually has more sinister motives," said Rob Ferrier, in the synopsis of a documentary on the subject made in 1999, quoted in The New York Times .
Burst the ionosphere
It was the brainchild of Austrian-American Nicola Tesla, who in the early 1900s devised interconnecting the world through the atmosphere as a global communication channel.
After his death in 1943, the United States Government intervened the documents in his office and still maintains them without declassification, explains the Wikipedia digital encyclopedia.
However, one of a military nature that can be used with devastating effects in a radius of more than 200 miles, is the one that is considered the basis of the very secret HAARP project.
According to the Pentagon, this is an investigation to learn how to "burst the ionosphere", refers the Armored Rose digital page.
For Dr. Richard Williams of the American Physical Society, this is like "an irresponsible act of global vandalism."
Established in 1992, HAARP, based in Gokona, Alaska, uses a series of high-powered antennas that transmit massive amounts of energy to that upper layer of the atmosphere via radio waves.

Could the earthquakes not only in Haiti and Chile, but in Sichuan, China, in 2008 and the Indonesian tsunami in 2004 have been HAARP experiments or another secret program? What kinds of advanced deadly weapons can be available now?
"It is undeniable that the military has the capacity to cause tsunami, earthquakes and hurricanes and it is time we took action to spread the dangers of this vital issue," Fred Burks noted in Examiner.
"It is an experimentation of what could be the weapon of the following wars," concludes an article on the digital site Cambio de Michoacán, dated March 3.
While one of the pioneers in the denunciations about the project, Nicholas Begich, a scientist from Anchorage, Alaska, said that it is "a highly powerful technology" of emission of beams of radio waves that when "bounced towards the earth devastate everything, alive or dead".
The evidence is not conclusive, but it suggests that HAARP is in operation and with what is known to date about its destructive capabilities, questions remain in the air.
What the experts are sure of is that they compare the offensive power of this ionospheric heater with a Pandora's Box, which once opened will be impossible to close.
