The authorities and communities of each of the local areas must take the decision to prepare the respective environmental policy that specifies the diagnoses, challenges and tasks that must be addressed in each of the places where it will govern.


The conservation of the environment constitutes, today, one of the great challenges for the highest political and economic spheres around the world.

Environmental problems, including global climate change, depletion of the ozone layer, air and ocean pollution, and resource degradation - exacerbated by global population growth - do not respect borders and endanger health , prosperity and jobs in various parts of the planet.

Efforts to promote democracy, free trade and stability in the world will not be enough if people lack an environment where they can live. This concern has exceeded the concept of fashion to become an essential element in any economic activity, in the media, in society as a whole, with special incidence on political leaders and in the adoption of any legislative initiative that has consequences. For the enviroment.

Environmental policy is the concern and development of objectives to improve the environment, preserve the natural principles of human life and promote sustainable development.

The local factor has become a key element in the treatment of environmental problems and the implementation of public policies that have it as their axis. It is the local government who is responsible, first of all, to attend to the matters that affect and directly and personally interest people in the realization of their daily lives, because it is the one that is closest, the one that is within reach, the one who is in a position to know personally and to interact with its actors without intermediaries.

Environmental policy must materialize in a heterogeneous regional context marked by a great diversity of ecological environments, productive vocations, social structures and levels of development. For this reason, the authorities and communities of each of the local areas must take the decision to develop the respective environmental policy that specifies the diagnoses, challenges and tasks that must be addressed in each of the places where it will govern. The development of a regional environmental policy satisfies important needs for all sectors of local life.


Each region shows a specific environmental reality, in its natural and potential resources, in the diversity and magnitude of the problems it must face, in the capacities and commitments of its institutions and in the population, among others. Likewise, the policy obliges each regional community to review its future challenges and prioritize them, establish deadlines for their fulfillment, define the necessary resources and the responsibilities that correspond to each actor and regional sector - public, private, academic, unions, grassroots organizations. and citizens in general.

The concepts of governance and institutionality are fundamental for the construction of a sustainable environmental policy.

Despite the multiple economic reforms implemented in the region in recent years, Latin America has yet to find its way to forms of progress that we can sustain and that meet the needs of its people, its companies, and its governments over time. Competitiveness and efficiency are key elements in an integrating world economy. Economic growth is not sustainable without social progress and environmental protection. It is necessary to improve education at all levels, promote small business activity, as well as new and more efficient health care and social security schemes.

The design and implementation of an environmental policy in countries currently in the development process, stands as an important conditioner to achieve equity, economic development and unquestionably, care for the environment. Said environmental policy must meet characteristics of stability over time; consistency with institutional and overall performance; and consideration of the capacities of public and private leadership, as well as of the national economic, political and social conditions. Furthermore, the success of environmental management must be based on a clear definition of objectives and priorities that, in addition to being consistent with the real needs of society, are quantifiable and assessable.

Argentina has long lacked an environmental policy. In all the environmental conflicts that we have experienced in recent years, the most notable thing has been the absolute silence of the environmental authorities. Silence that makes us believe that we do not have an office that deals with the subject.

The evolution of environmental policy in Argentina shows that one of the main obstacles it faces lies in the absence of a defined framework for the distribution and coordination of powers between the Nation and the provinces, including the Autonomous City of Buenos Aires. for the formulation of policies and the application of environmental legislation.

The environmental institutional scenario of our country includes a series of national, provincial and local divisions, with atomized, fragmented competencies, which in many cases overlap and even contradict each other. This generates a high level of uncertainty when formulating the policy and, especially, when applying it, which impacts both the quality of our environment and the dynamics of the economy.

Argentina's environmental agenda is completely forgotten, so there are going to be challenges and issues to be resolved on all fronts. Issues that have never been seriously addressed, beyond the overacting and empty gestures to the rostrum of the governments of the day.

It is essential to draw up an adequate observation network to monitor the set of required indicators and, based on this, specify a comprehensive strategy for caring for the environment. It is to be hoped that the political decision will be taken to finally give priority to environmental problems.

Policies and actions regarding the environment and natural resources will be based on new schemes of co-responsibility and social participation, improving information to society and strengthening current forms of citizen co-responsibility in public policy.

The success of these strategies will depend on the formation of a culture of prevention, sustainable use of our resources and improvement of the quality of life, raised as one of the main shared tasks between the State and society, where education, training and education are privileged. the communication.
